Problem with south east asian countries is that whole families often ride around on one scooter (they all squeeze on can as they are so small, just ask Gary Glitter), and usually without helmets. I've seen a nasty scooter crash in Malaysia. Whole family killed and guts all over the road, was not nice. This is what they are probably trying to stop here I reckon.
