Tbf, the PowerMac G5 we have boots in about 45secs, but that's 'cos all our software/files are stored on a secondary hard drive and only the operating system and some applications run off the primary drive.
Basically its a cut down version of windows boot up, you could do it your self on windows95/Me/Xp if you know what you were doing but it just became standard on newer laptops computers to give the impression the computer is fast. It does it by removing most of the script/checks windows does while booting up.
Mines fast too now with W7 but as is mentioned its more about the computer seeing what devices it has rather than speed booting, i think the speed thing is just to grab headlines... With this Solid State Drives we are going to have some bad ass machines in 2011
